Safety councils

Each Ohio safety council has the same goal - to increase safety awareness. But developing and maintaining a safe workplace is no easy task. That is why it must be a combined effort of local businesses and the community.

BWC's Division of Safety & Hygiene sponsors 83 safety councils, across the state, organized through chambers of commerce, trade and manufacturing associations or other local safety-minded organizations. These safety councils provide their local communities with quality programs addressing occupational safety and health, workers’ compensation and risk management education and information.

Safety Council Rebate Program

BWC offers employers who actively participate in a safety council program the opportunity for a 2 to 4% rebate on their workers’ compensation premium.

Employers not in a group-rating program who meet all program eligibility requirements also can earn a 2% participation rebate for meeting all of the rebate eligibility requirements and a 2% performance bonus for reducing either frequency or severity by 10% or with maintenance at zero.

  • Group-experience-rating program employers who meet rebate eligibility requirements can earn a 2% performance bonus rebate only.
  • Group-retrospective-rating program employers who meet rebate eligibility requirements can earn a 2% participation rebate only.

The rebate offer excludes self-insuring employers and state agencies. Restrictions apply to employers in a professional employer organization.

COVID-19 Update: Due to the COVID-19 pandemic, we directed the cancellation of safety council meetings for March through June 2020.

As a result, it is impossible for many members to complete the program’s FY20 rebate program eligibility requirements. Therefore, we will award the FY20 rebate to rebate-eligible safety council members who, as of Feb. 29, 2020, had attended at least FOUR safety council meetings based on safety council sponsors' records. We also have waived the program’s CEO attendance and calendar year 2019 semi-annual report requirements. 

For those safety councils that had more than one meeting scheduled in any of the impacted months or had already held a March meeting prior to cancellation of the Ohio Safety Congress & Expo, we will not expand the relief beyond one safety council meeting credit per month in March, April, May, and June.

Ultimately, employers we determine have earned the rebate under the revised guidelines will receive the maximum percentage rebate allowed per their BWC group-rating status:

  • 2% for employers enrolled in BWC’s Group-Retrospective-Rating Program and eligible for the participation rebate.
  • 2% for employers enrolled in BWC’s Group-Experience-Rating Program and eligible for the performance bonus  there will be no claims data measurement calculation.
  • 4% for employers not enrolled in a BWC Group-Rating Program.

The timeline for the processing of these rebates is yet to be determined.

Safety Council Awards

In conjunction with BWC’s Division of Safety & Hygiene, the safety councils present safety awards throughout Ohio to promote greater interest in the prevention of occupational accidents and disease. Members with the highest safety records are honored at annual awards events.

The safety council campaign is open to all companies, corporations, groups and employers in Ohio. Members work with their safety councils to determine accident records. Accident statistics are used for the purpose of determining eligibility for safety awards and are not reported to the Occupational Safety and Health Administration or any other enforcement agency.

Awards are presented to qualifying businesses in the following categories:

  • Group Award - lowest incident rate in each group;
  • 100% Award - zero injuries or illnesses resulting in a day or more away from work in the previous calendar year;
  • Achievement Award - 25% reduction in incident rate from the previous year;
  • Special Award - at least 500,000 hours and at least six months without an injury resulting in a day or more away from work.
